I can share my experiance in Turkey. First of all there is no official nudist beach exist in Turkey. So all beaches which mentioned here are non-official.
Bodrum: You can find lots of spots in trekking area of Bitez. trekking path is starting form Bitez Yatch port. Leave port behind and keep sea on your right and follow trekking path. Empty on Weekdays if not regional/national holiday
Izmir: At Karaburun Peninsula. Google for Badem Buku. it is empty and wild beach with sand. Take your supplies before go. There is no any facilities. Most of time it is empty
Izmir Cesme Altinkum - It is very famous beach with several beach club. If you take sea on your right and walk very end of beach you can find nude beach. This beach is liberal and LGBT friendly. There is lots of way to reach there but little bit complicated.
Sarigerme - Sarigerme has long sandy beach most of area is empty, you can remove your swimsuits when you feel comfortable distance.
Kemer Patara - Longest beach in Turkey, When enter beach. Take sea to your left and walk away from people. Beach is 18km long and you can find lots of place for skinnydipping.
Fethiye - Near Kidrak Beach there is smal beach exist and nudity can tolerated if not crowded. Very steppy and hard to find.
Lots of small coves and beaches exist on Lykia way path.Most of them empty most of time.
Also you can rent small boat without license and go small beaches non-shore access beach.
Another option is Nudist boat tour. Generally 5-7 days nudist only tours exist.
Hotels;
Most of in all inclusive hotels you can be topless. More than topless
Famous one is Clup MED's
Tekirova Nirvana Dolce Vita (Amara Dolce vita)has adult section on its beach.
Sorgun Voyage has +18 section
Fethiye Sentido has free area just near spa open air pool.
